Reports: Ben Stokes' PSL and MLC plans face ECB NOC refusal

Ben Stokes is in active discussions with franchises in the Pakistan Super League and Major League Cricket ahead of the 2027 season, but the England and Wales Cricket Board is reportedly unlikely to grant him a no-objection certificate for either competition. The development comes after Stokes announced his retirement from international cricket in June 2026, with his ECB central contract set to expire in September 2026.

The ECB strengthened its NOC regulations in November 2024, giving the board authority to reject applications from county-registered players who are no longer on an England central contract. Under those rules, the governing body generally denies NOCs when overseas franchise tournaments overlap with the English domestic season, with the IPL being the notable exception to that policy.

According to a report in the Guardian, the MLC is scheduled for June and July 2027, a window that directly overlaps with the English county season. That scheduling conflict places Stokes’ MLC ambitions squarely within the category of competitions the ECB has historically blocked for county-registered players. The PSL, too, falls within the scope of competitions the ECB is understood to be unwilling to approve under the revised framework.

How is Durham trying to help Stokes play overseas?

Durham are exploring the possibility of offering Stokes short-term contracts with a minimum duration of 21 days. Such an arrangement could, in principle, allow him windows of availability for overseas competitions without being tied to a full county season commitment. Stokes prioritised helping Durham during the summer of 2026 after the club earned promotion from Division Two, and the county appears willing to work around his franchise cricket interests going forward.

Whether a short-term contract structure would satisfy the ECB’s revised NOC framework remains unresolved. The board has not yet issued a formal decision on Stokes’ applications, and the situation is still developing. Durham’s willingness to accommodate Stokes reflects the mutual goodwill built during his contribution to the county’s promotion campaign, but the final authority on any NOC rests with the ECB rather than the county.

What are Stokes’ other franchise cricket options?

Stokes has already secured one overseas franchise opportunity, having signed with the Adelaide Strikers for the Big Bash League. That competition runs during the Australian summer and does not conflict with the English domestic calendar, which means it falls outside the ECB’s standard grounds for NOC refusal.

His route to the IPL, however, is blocked until 2028. Stokes missed the 2025 IPL mega-auction registration window, ruling him out of the tournament until the next cycle. That leaves PSL and MLC as the two competitions where he is actively seeking participation but facing regulatory resistance from the ECB. With the Adelaide Strikers deal already in place and the IPL avenue closed until 2028, the outcome of his NOC applications for PSL and MLC will effectively define the shape of his post-international franchise career in the near term.
