President Kurt Edwin Simeon-Okraku has unveiled a Triple Ball Development Policy, popularly known as the “One Player, Three Football Policy,” as part of a major push to improve player development across the country’s football pyramid.

Speaking at the 32nd Ordinary Session of Congress at the Ghanaman Soccer Centre of Excellence in Prampram, the President described the initiative as one of the most transformative interventions being introduced by the Football Association.

“One of the most transformative initiatives we are introducing is the Triple Ball Development Policy, also known as the ‘One Player, Three Football Policy’. This bold national intervention is founded on a simple but powerful belief: every footballer’s journey begins with a ball,” he said.

Under the policy, every registered player competing in the Ghana Premier League, Division One League, Women’s Football, Regional Leagues and Colts Football will have access to three footballs every season for four years through their respective clubs.

The initiative is designed to address one of the most basic but important requirements in football development: ensuring players have regular access to quality footballs for training and individual practice.

By putting footballs directly into the hands of players, the GFA hopes to encourage more frequent practice, improve technical ability and create an environment where young and emerging footballers can develop their skills beyond organised training sessions.

The policy represents a deliberate attempt to extend player-development support beyond the professional leagues and into the grassroots.

From Premier League players to Colts footballers, the initiative will cover multiple levels of the football structure, ensuring that access to essential training equipment is not limited by a player’s age or the level at which they compete.

The four-year framework is also intended to provide continuity, allowing players and clubs to benefit from sustained access to footballs rather than relying on occasional equipment distribution.

Broad support for the initiative

President Simeon-Okraku revealed that the policy has already attracted significant support from stakeholders beyond the football community.

“I am particularly encouraged by the overwhelming support the ‘One Player, Three Football Policy’ has received from a broad coalition of Members of Parliament, corporate institutions and the diplomatic community,” he said.

He noted that the backing reflects a shared commitment to using collective action to improve the foundations of football development in Ghana.

The initiative forms part of the GFA’s wider “Power to the Youth” agenda, which seeks to create stronger and more sustainable pathways for young Ghanaian players.
